This will acomplish absolutely nothing. The PA lacks the infrastructure - thanks to Israel's gracious help in the form of blasting apart their security forces - tio actually take out the terrorists. It also lacks the popular support to do such a thing.

5. renounce terrorism in speeches

Already been done.

7. ban hamas et al as terrorists.

There are two things that could happen after this:

A. Nothing accomplished.

B. Full scale revolt against the PA, more violence and chaos.

Qurei: We will run after them. There is a conviction among the Palestinians that they will give this government a chance.

Of course, talk is cheap.

I'm afraid I must express my pessimism once again. The Roadmap was designed to fail. Sharon wants to build settlements and Arafat wants to continue to milk his cow. Qurei will fare no better than Abbas.

4. How about
the first step of the roadmap :

- dismantling terrorist capabilities and infrastructure

- ending incitement to violence

- draft a constitution, elections

All a pipe dream as long as the head terrorist, Arafat, retains power.

9. It's not just a matter
of ability, it's a matter of will. When the Americans were killed a couple of weeks ago, the PA arrested a few people (although admittedly they might have just arrested the nearest pedestrians as a show of doing something), I believe within 24 hours, showing they do have the capability to arrest and do something.

The fact that Israel has been unsuccesful is partly because the PA is helping/arming the terrorists. If the PA were to be a willing partner in ending the terrorism (a pipe dream surely), I believe porgress could be made. Unfortunately, all they seem to be able to do is say that Israel needs to stop building the wall, release imprisoned terrorists, and other things that will facilitate their strategy of killing innocents.

Second, what is needed to destroy the terrorist infrastructure isn;t simply a few arrests. Without any real military power in the Occupied Territories and without much popular support, they can't do anything.

Third, a large number of those "terrorists" the PA wants Israel to release have not been charged nor put on trial. They could well be innocent.

Fourth, the wall is a land-grab, not a security mechanism.

The Karine A incident is evidence enough for me.

This is true, although the arrests show they can do something. Not for me. How do you know that the PA was involved? How do you know that the weapons were intended for Hamas or Islamic Jihad?

The reason they don't have popular support is because they haven't accomplished much. The refusal of Israel to make concessions is a reason for this.

You imply there is a PA will to stop terrorism they just need concessions (which always coincidentally weaken Israel's defenses) You would have a leg to stand on if the PA wasn't naming soccer stadiums and streets after terrorists, pasting up glorifying posters of "martyrs" after each attack, glorifying terrorists in PA controlled media, schools and mosques.

There is no popular support for combatting terrorism because the PA has made it so.

RAMALLAH, West Bank - A follower of Islamic Jihad carried out a weekend shooting attack on a West Bank settlement at the start of Jewish New Year celebrations that killed an Israeli man and a baby girl, the group said Sunday.

Islamic Jihad stop short of claiming responsibility, but group members identified the gunman as Mahmoud Hamdan, 22, a well-known Islamic Jihad activist recently released from an Israeli jail. Hamdan was killed by Israeli troops in the attack.

4. It's a war against terrorism. Giving terrorists what some of them "claim" they want is extremely dangerous IMO as it will be viewed as a partial victory.

I think that there ARE elements within the PA that would be willing to combat terrorism. Arafat lacks that will, admittedly, but Qurei or Abbas seem to be willing to do so eventually.

A war against terrorism is a guerilla war. You have to fight two battles at once; one against the terrorists themselves, and the other for the support of the people. A balance has to be found. The wall, the assasinations, the constant uses of excessive force in raids, and the like are not the right balance.

This includes commencing confiscation of illegal weapons and consolidation

Settlements:


* GOI immediately dismantles settlement outposts erected since March 2001.
