Thirteen Palestinian terrorist factions continue their hudna talks in Egypt, but refuse to offer Israel an unconditional cessation of terrorist violence.

Hamas leader Sheikh Ahmed Yassin further proposes that Israel be replaced by a Jewish state somewhere in Europe. In an interview with Der Spiegel in Germany, Yassin said that the purpose of the "Palestinian struggle is so that all Palestinians can live on their homeland... I am against a Jewish state on Palestinian land. The Jews should found a state in Europe."

Israel refuses to be a party to any cease-fire agreement that does not include war on terrorism. PA leader Ahmed Qureia has said that he will not fight his Arab brethren, such that a dead-end in the "negotiations" has been reached. Israel has rejected the aforementioned terrorist conditions, although it agrees to continue its six-week moratorium on targeted killings. It refuses to cede its right to stop terrorists on their way to an attack, known as "ticking time bombs."
