Drop In Terror Attacks Due To Israeli Counter-Terrorism Measures, Report S
Israel saw a 30 percent decrease in the number of deadly terror attacks perpetrated in 2003 due to Israeli counter-terrorism measures including the building of the controversial security fence between Israel and the West Bank, according to a report from Israeli Prime Minister Ariel Sharon's office.

During the last five months there has been a 'significant increase' in the involvement of Hizballah in terrorist activities of the Tanzim, part of PA Chairman Yasser Arafat's Fatah faction, the report said.

According to the report, the construction of the barrier has "made it difficult for the terrorist infrastructures based in Samaria to smuggle terrorists into Israel" and has forced them to adjust to the new situation by trying to infiltrate in places not yet covered by the fence.

Another "innovation" was the recruiting of foreign nationals to perpetrate attacks, including the Hamas suicide bombing at a Tel Aviv pub, in which three people were murdered and more than 60 wounded.

All governments lie.
Some are more artful about it than others.
It is (almost) always the case however, that whatever they
have been up to lately has been a great success.

The Bushites whining about how much worse the economy would
have been without their emergency interventions is just classic
in that regard, and certainly Sharon's delusions of saving
Israel fall in that category. It's been a steep downhill slide
since that dipshit got in office, and no amount of talk is
going to paper it over at this point.

How were these declines achieved? Certainly not out of some newfound Palestinian sense of moderation, much less with concrete tactical assistance from the Palestinian Authority. Despite renewed pledges made at the Aqaba summit in June, the Palestinian Authority never took seriously its commitment to fight terrorism. It did briefly arrange a hudna, or cease-fire. But that cease-fire was never honored and ended with the murder of 21 observant Jews, including many children, in an August suicide bus bombing in Jerusalem.

In fact, the declines were achieved by Israeli operational successes and tactical innovations, beginning with Operation Defensive Shield in April 2002 and culminating with the accelerated construction of the security fence. By increasing pressure on terrorist groups via targeted assassinations, mass arrests, periodic and sustained occupations of Palestinian towns and cities, the demolition of supply tunnels, more intensive closures and curfews, and so on, Israel has significantly improved its margin of security.

Especially noteworthy is that, even as Israel applied greater military pressure, it was able to do so while causing fewer Palestinian fatalities. In 2002, according to statistics by the non-partisan Middle East Policy Council, some 1,000 Palestinians were killed by Israelis. In 2003, roughly 700 were killed, a decline of 30%.

Yes, Palestinian deaths declined in 2003 also. Israelis are still dying, or suffering from injuries incurred in suicide attacks. Palestinians are also dying, but the incidence of death has declined on both sides.

The numbers of casualties on both sides have always been
modest, as these sorts of conflicts go. The notion that modest
fluctuations of the sort depicted here represent a significant
change in the situation is, ummm, shortsighted, at best,
especially in light of the effort required to achieve it.

This is just my opinion of course.

It is a given that many Palestinian terror groups hide in the civilian populations of the West Bank and Gaza. If the Palestinian leadership tried to root them out, it would be far less dangerous for the local population, but even then innocents some would die in the process. Cowardly murdering scumbags like the terror bombers and those who aren't even brave enough to go themselves but send others to do it are not likely to surrender even to Palestinian authority.

When Israeli soldiers are mobilized and spend two years in dangerous missions to arrest terrorists, and prevent attacks, although one or two do make it into Israel itself, killing a few dozen innocent civilians? Oh yeah, and about 250 young Israeli solders are also killed in action? What peace is there? No cessation of violence yet. A breather now and then, but we know why. It's not because the terrorists have given up. It's because of the success of IDF actions. You call it peace, we call it successful prevention. You prefer to see Israeli citizens bombed? Would that give you more satisfaction?

Every once in a while, the DEA will come out with some statistic "proof" that the War On Drugs is effective at keeping the problems of substance abuse at bay by arresting smugglers. The numbers on the charts go up or down, depending on the election cycle or how much money the drug warriors want. Thinking people understand that statistics like this are meaningless...they claim victories on the wrong problem. Drug violence is a side-effect of a law that treats a health issue like a crime, thus breeding social policy that harms the very people that the War On Drugs is supposed to help.

Sharon's claims that terrorism is down due to his governments harsh policy of clamping down on civilians, follows the same tactic the Drug Warriors use to justify their existence in the United States: Declare victory on the wrong problem. Terrorism is a side-effect of occupation, not lax enforcement of that occupation.

The problem is you can come out and say, "stop the occupation," but that comment is overly simplistic. It ignores the massive complexities of borders, water rights, air rights, entrance into Israel, etc. that need to be settled by a peace treaty not by the actions of one side.

Pulling out without such a treaty is a sign of weakness and an action that would empower the terrorists, not undermine them.
