When Bush took power in Jan 2001, anyone that had anything to do with Clinton was considered bad or worthless. Bush had his own ideas and his own team, please leave the W's on the keyboards and don't let the WH door hit you in the ass on the way out.
Bush was quick to install his people in key positions as soon as possible, except is a couple of key places. Head of the CIA, head of the FBI and head of Transportion were all Clinton era officials that Bush decided to keep on.
Now why on earth would Bush, who hated anything Clinton, keep Clinton's Intel team in place and why would he keep Norman Mineta around? Because if Bush had his own people in these key positions on 9-11, he would have been subject to a lot more critism and scrutiny. Bush knew he would need these people to give him cover after the attacks took place. It wasn't his fault if he got bad info or didn't know what was going on, these were Clinton people after all.
It seems Bush wanted to make sure the 9-11 attacks would be connected to Clinton's administration even after Clinton was no longer in power. Nice trick.
