"White House to move to Texas for a while"

"He'll be returning to Texas and operating out of Crawford," says Karen Hughes, counselor to the president, referring more to the small town where reporters will gather than the exact site of Bush's command center. He'll be 7 miles down narrow, winding Prairie Chapel Road.

In August 2001, this seemed like an insignificant detail. But, knowing what we know now, we can see the importance of keeping the seat of government all in one place, on public property, where there are checks and balances. But, Bush spent the last month before 9-11, conducting business secretly in his "command center," as Karen Hughes called it. The USA Today article stated Bush spent 42% of his time, since being elected, there in Texas.
"A government of the people, by the people, for the people" must be publicly accessible. So, why was the "Western White House" on private property and inaccessible to the public? What do you suppose he was doing in Texas, leading up to 911, that needed to be kept secret and inaccesible to the checks and balances of governement? Could it be he was putting the final touches on a special plan?
