why wasn't White House anti-aircraft battery or Blackhawk used for Fl 77?

As an "anti-aircraft missile battery on the roof of a nearby building" was raised to the fire position, a "Black Hawk helicopter" was scrambled to take a look, but saw nothing except some clouds, one of which turned out to be the suspected aggressor.

Since Cheney was monitoring Flight 93 as it approached the Pentagon
and he had anti-aircraft batteries, Blackhawk helicopters, jets from Andrews AFB, and jets from other NORAD bases available,
why didn't he order the plane attacking the Pentagon shot down???
(note he knew about the terrorist attacks on WTC already)

very short range on the order of 1 to 5 miles defending on target aspect. You have to a visual contact and the IR seeker has to lock on before launch it is only useful for point defense. Flt 77 simply did not come close enough to the WH to be shot down.
