I FOUND IT!
Last night, I heard shrub say something that sounded odd (what else is new). No one, it seems has caught it. Here it is:

Bush: "The truth of that matter is, if you listen carefully, Saddam would still be in power if he were the president of the United States, And the world would be a lot better off."

...is the part that the post is focused on, if I'm not mistaken. Pretty odd thing to say, but then Hopalong Chimpidy's mistakes are often cases of saying what he really thinks. Maybe there's an honest man inside that suit somewhere.
