7. it's the payoff
For instance there's a 2 to 1 chance Bush will mispronounce nuclear. So you get double what you bet on him to say that. so if you put in $10, you get $20 if he says NUC U LER.

There's a 20 to 1 chance Bush will misprounce his own name. So if he says President Bitch, you get 20 times what you put in, so if you put in $10 you get $200 dollars.

This odds are .65/1 so if you bet $10 on Bush, you get $6.50 back. It's 1.43/1 on Kerry, so if you bet $10 on Kerry you'll get $14.30 back.
