1. I've also heard that states cound absentee last and only
if the results are close. If the 'winner' is 10,000 ahead, for instance, and there are 3,000 absentee ballots, they probably aren't counted until later, if at all.

4. According to most State election laws.....
.....absentee ballots are counted just as any other ballot.

You can usually find the election laws for your State through your Secretary of State's web site or at one of these two links,

http://www.law.cornell.edu/topics/state_statutes2.html (Scroll down to Elections)

http://www.lawresearch.com/v2/statute/statstate.htm#elections

The confusion seems to be over the treatment of "provisional" ballots.

Some States are not going to verify or count the provisional ballots if the total number of them is less than the number needed to call the outcome of any races into question on the theory that it wouldn't make a difference to the outcome.

2. I know in Hillsborough (Tampa) County fl they
are counted for the most part before the election and there is special precincts that they votes goes into. Also reps from all parties can come and watch the counting.... It seems fair to me.
