Were Election Protection volunteers misallocated?

Were Election Protection volunteers misallocated?
I drove around low income African American precincts before work and during my long lunch with my car plastered with Kerry signs and white shoe polish voting messages blasting Mosh and honking my horn trying to motivate the corner boys and homeless people to actually follow through and vote (it was raining or I would have been out of my car pleading, as I have been doing GOTV in this area for awhile now) I drove to maximize exposure.

All the polling places had multiple Election Protection volunteers outside the polls. My question is did we invest too many bodies into that function at the expense of GOTV? This is Ohio I am talking about. Those people could have been pleading with the people that were outside on the street to vote.
