and not get caught.

affluent white 'christian' neighborhoods get twenty new high tech voting machines, no lines, no sweat voting straight republikan

poor neighborhoods of color get a couple lousy old voting machines, long long long lines, hours and hours getting a vote cast.

works like a charm! rove sneered. we ll never lose again!!
