I think you are looking for this: http://www.access.gpo.gov/su_docs/aces/fr-cont.html Scroll down to Selective Service. This is a Notice of Proposed Rulemaking that would require computer database access of college records to the SS so they knew who had or hadn't registered for the draft. According to this proposed rule you can't get financial aid if you don't register.
