The Untapped Demo: Those who didn't vote at all!

Who are these non-voters and how do we reach them? We're talking at least 40 million Americans who, although qualified to vote, didn't even bother to cast a ballot.

My understanding is that the largest group of non-voters are young women, esp young unmarried women and young single moms. Why the apathy and how do we address it? Certainly some of the most important issues we will face will directly affect the very demo that doesn't vote!

So how do we as Dems get a dialogue going about this and prepare to educate/empower the non-voters in this country?
