Sen. John Kerry In mid-July 2001, a bipartisan group of 61 senators sent letters urging Bush to allow federal funding. One letter was written by Sen. John Kerry (D-Mass.) and signed by 59 other senators. The other, written by Sen. Arlen Specter (R-Pa.), was signed by 13 Republicans. Some senators signed both letters.

RE: Bush’s announcement in August 2001 to limit funding for stem cell research to previously existing lines:
“Senator John Kerry, Democrat of Massachusetts and a supporter of full federal financing (of stem cell research , said of Mr. Bush's announcement: "Compassionate conservatism could have meant lifesaving treatments for those suffering from Parkinson's and Alzheimer's disease; instead it appears to be using words of compassion to mask efforts to keep a campaign promise to conservatives." Mr. Kerry added: "If, as he says, the president believes that stem cell research may have lifesaving potential for millions, he should give scientists the tools to explore it rather than have the government impose burdensome restrictions which close the door to medical advances."
