Look for it prior to an attack on Iran or Syria.

4. Is there a listing of all of the terror alerts since 9/11?
Would be interesting to see the comparison of alerts against key dates and news events.

Approval ratings always went up, at least a bit, after a terror alert. The key is finding what was causing his ratings to go down, hence the need for a terror alert:
