What has to happen before that moment occurs?

2. When the People organize to march up to Capitol Hill
to tell them "We've had enough!"?

It seems to me that the only thing that would get their attention is to have a huge, Kerry-rally sized group of people squatting on the ground day & night until our voices are heard.

3. I think it will unfortunately take what it took during the
civil rights and Vietnam war dissent--the killing of our citizens by our own police forces or military units--remember the NG IS CONSIDERED active military now--for speaking out.
