This is how the AP is describing scrubbies cuts:
Bush proposed $8.5 billion in five-year Medicaid savings, while the House would rely on up to $20 billion in reductions from the program.

1. Bush's entire budget is a scam, he also has in the budget an
...increase in the country's debt ceiling so he can spend even more and push the country further into debt.

Very similar to telling people how much they'll "save" if only they'll "buy".
