The American Civil Liberties Union today charged that the government is attempting to bury the torture scandal involving the U.S. military. ... <1,200 pages of> documents were supposed to have been turned over to the ACLU on March 21, but were not released to the ACLU until late on a Friday of what for many is a holiday weekend. ...

The documents released today include evidence of:
+ Abuse of a high school student detainee:

Commander's report of inquiry intobroken jaw of a high-school boy (such that the boy required his mouth to be wired shut and could eat only through a straw). The victim was told "to say that I've fallen down and no one beat me." The report concluded that the broken jaw was caused either as a result of a blow by a U.S. soldier or a collapse due to "complete muscle failure" from being excessively exercised.

It found that "abuse of detainees in some form or other was an acceptable practice and was demonstrated to the inexperienced infantry guards almost as guidance" by 311th Battalion Military Intelligence personnel. Personnel "were striking the detainees," and evidence suggested that the 311th Military Intelligence personnel and/or translators "engaged in physical torture of the detainees." It was recommended that no punitive action be taken against the Commander of the Battalion. (See pp. 1173-1280)

THE DEATHS OF HABIBULLAH and Dilawar weren’t the only signals that something was going awry in the Afghan detention centers. In March 2003, just as U.S. troops were streaming into Iraq, American troops in Afghanistan arrested an 18-year-old soldier in the Afghan army, Jamal Naseer, at the behest of a provincial governor embroiled in a dispute with local warlords. The arrest wasn’t recorded and no charges were filed, but Naseer was taken to a U.S. base near Gardez. Two weeks later, he was dead. A report prepared for the Afghan attorney general, who considered bringing charges against unnamed American soldiers in the case, found that he had been severely beaten over the course of two weeks. The Afghan investigators and a report by the United Nations also recorded allegations that other prisoners at Gardez had been beaten, immersed in cold water, given electric shocks, hung upside down, and had their toenails torn off. The U.S. Army investigated the circumstances of Naseer’s death, but closed its inquiry because there were no records of who was in charge at the base, or of the names of victims and witnesses.

this grand a scale.
