Dr. Carafano is one of The Heritage Foundation's leading scholars in defense transformation, military operations and strategy, and homeland security. Recognizing that the war against terrorism will be a protracted conflict, his research focuses on developing the national security that the nation needs to secure the long-term interests of the United States-protecting its citizens, providing for economic growth, and preserving civil liberties.

An accomplished historian and teacher, Dr. Carafano was an assistant professor at the U.S. Military Academy in West Point, N.Y. and served as Director of Military Studies at the Army's Center of Military History. He also taught at Georgetown University and Mount Saint Mary College and served as a fleet professor at the U.S. Naval War College and a visiting professor at the National Defense University.

Dr. Carafano was a member of the National Research Council's Committee on Army Science and Technology for Homeland Security and currently serves on the National Defense Transportation Association's Security Practices Committee and is a 2005 Senior Fellow at the George Washington University’s Homeland Security Policy Institute.

He is the coauthor of Winning the Long War: Lessons from the Cold War for Defeating Terrorism and Preserving Freedom. Looking at both history and the current policies for waging the global war on terrorism, this study argues that a successful strategy requires a balance of prudent military and security measures, continued economic growth, and the zealous protection of civil liberties. The book also highlights the ideological dimensions of the struggle, describing how the United States can and must win the "war of ideas" against terrorist ideologies.

In addition, Dr. Carafano is the coauthor of the forthcoming text book, Homeland Security which will be published in the spring of 2005 by McGraw-Hill.Homeland Security is a practical introduction to everyday life in the new era of terrorism. Numerous key details are addressed, from roles of first responders and volunteers to family preparedness techniques to in-depth descriptions of weapons of mass destruction. Chapters examine infrastructure protection and business continuity, along with operations, tactics, and weapons of terrorist groups.

Dr. Carafano was also the principal author of the budget analysis in the 2003 Independent Task Force Report, Emergency Responders: Drastically Underfunded, Dangerously Unprepared, published by the Council on Foreign Relations. He was also a contributing author to the National Academies Army Science and Technology for Homeland Security 2004 report and co-director of the task force report, DHS 2.0: Rethinking the Department of Homeland Security.



His works on military history include: Waltzing Into the Cold War, published in 2002 by Texas A & M University; After D-Day, a Military Book Club selection published in 2000 by the Lynne Rienner publishing company of Boulder, Colorado; and Made in America: Technology and GI Ingenuity on the Battlefields of Normandy, forthcoming from Praeger (2006).


As an expert on defense, intelligence, and homeland security issues, he has testified before the U.S. Congress and has provided commentary for ABC, BBC, CNBC, CNN, C-SPAN, Fox News, MSNBC, NBC, SkyNews, National Public Radio, The History Channel, and Australian, Austrian, Canadian, French, Greek, Japanese, and Spanish television. His editorials have appeared in newspapers nationwide including USA Today, The Washington Times, The Baltimore Sun, The New York Post, and The Boston Globe.

Dr. Carafano joined Heritage after serving as a senior fellow at the Center for Strategic and Budgetary Assessments, a Washington policy institute dedicated to defense issues.

Before that, he served 25 years in the Army, rising to the rank of lieutenant colonel. His areas of expertise included military strategy, joint operations, future combat systems, post-conflict operations, and nuclear weapons. During his service, Dr. Carafano served in Europe, Korea, and the United States and was head speechwriter for the Army Chief of Staff, the service's highest-ranking officer. Before retiring, he was executive editor of Joint Force Quarterly, the Defense Department's premiere professional military journal.

A graduate of West Point, Dr. Carafano also has a master's degree and a doctorate from Georgetown University and a master's degree in strategy from the U.S. Army War College.

Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction

Presidential Action:

-- Intelligence collection has always been difficult against closed, highly secretive, and regimented societies that actively seek to conceal their conduct through denial and deception. The technical challenges for the collection and analysis of intelligence on weapons of mass destruction programs -- especially concerning programs carried out by rogue states and terrorist organizations -- are even more difficult and more complex than at any time in the past.

-- To address this changing threat to our Nation, the President has ordered a thorough review of the way our Nation collects, analyzes, and disseminates intelligence information related to weapons of mass destruction.

-- The President's Executive Order establishes an independent and bipartisan Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction.

-- The President has appointed a distinguished group of experts to the Commission:

1. Charles S. Robb (Co-Chair), former Senator and Governor of Virginia. Senator Robb served on the Senate Select Committee on Intelligence, among many other committees and responsibilities in the Senate. He also served in the Marine Corps.

2. Judge Laurence H. Silberman (Co-Chair), senior Judge on the U.S. Court of Appeals for the D.C. Circuit, appointed in 1985 by President Reagan. Judge Silberman has served as Deputy Attorney General, Ambassador to Yugoslavia, and Solicitor of the Department of Labor, among other government positions. From 1981 to 1985, he served as a member of the General Advisory Committee on Arms Control and Disarmament and served on the Department of Defense Policy Board.

3. Senator John McCain, of Arizona. Senator McCain is a decorated veteran, serves on the Senate Armed Services Committee, and possesses extraordinary experience concerning the intelligence community.

4. Lloyd Cutler, former Counsel to President Carter and President Clinton. He also served as Special Counsel on Ratification of the Salt II Treaty and Senior Consultant to the President's Commission on Strategic Forces in 1983-84.

5. Richard Levin, President of Yale University. He has served since 1993 as President of Yale.

6. Admiral William Studeman was Deputy Director of Central Intelligence from 1992 to 1995. He previously served as Director of Naval Intelligence and Director of the National Security Agency.

7. Judge Patricia Wald, former Judge on the U.S. Court of Appeals for the D.C. Circuit, appointed by President Carter. She also served as a Judge representing the United States on the International Criminal Tribunal for the former Yugoslavia.

-- The Commission will have the access, funding, and time needed to conduct a full and thorough review.

Mission:

The President has charged the Commission to:

-- Assess whether the intelligence community is sufficiently authorized, organized, equipped, trained, and resourced to identify and warn in a timely manner of, and to support U.S. Government efforts to respond to, the development and transfer of knowledge, expertise, technologies, materials, and resources associated with the proliferation of weapons of mass destruction, related means of delivery, and other related threats of the 21st Century and their employment by foreign powers (including terrorists, terrorist organizations, and private networks, or other entities or individuals).

-- Examine the capabilities and challenges of the intelligence community to collect, process, analyze, produce, and disseminate information concerning the capabilities, intentions, and activities of foreign powers (including terrorists, terrorist organizations, and private networks, or other entities or individuals) relating to the design, development, manufacture, acquisition, possession, proliferation, transfer, testing, potential or threatened use, or use of weapons of mass destruction, related means of delivery, and other related threats of the 21st Century.

-- Examine the intelligence prior to the initiation of Operation Iraqi Freedom and compare it with the findings of the Iraq Survey Group and other relevant agencies or organizations concerning the capabilities, intentions, and activities of Iraq relating to the design, development, manufacture, acquisition, possession, proliferation, transfer, testing, potential or threatened use, or use of weapons of mass destruction and related means of delivery.

-- Evaluate the challenges of obtaining information regarding the design, development, manufacture, acquisition, possession, proliferation, transfer, testing, potential or threatened use, or use of weapons of mass destruction, related means of delivery, and other related threats of the 21st Century in closed societies.

-- Compare the intelligence community's intelligence concerning weapons of mass destruction programs and other related threats of the 21st Century in Libya prior to its recent decision to open its programs to international scrutiny, and in Afghanistan prior to removal of the Taliban government with the current assessments of organizations presently examining those programs.

-- The Commission will have full and complete access to relevant information in the possession, custody or control of any executive department or agency to the maximum extent permitted by law.

-- The Commission will report its findings and recommendations to the President by March 31, 2005.

At least ol'Brian read an e-mail, I think from Kentucky, that called him on it. . . said his bias was showing this morning,etc. Wish I could remember more, but there were a few callers who balked at the unbelievably bad question: something about . . . "Give bu$h his Due...Democracy in the Middle East...bs...bs...bs...

There was an article that Brian said was written by someone, which he called a "Democrat" who said buShie was just wonderful, blah, blah. The e-mail I mentioned above called him a rabid repuglican, so that was good at least.
