So what happened with the draft?
A few weeks ago DailyKos was predicting that a report announcing that the Selective Service was ready to start up again would be released on March 31st. Anybody hear if that report came out as predicted, or was DailyKos wrong?

1. Actually the story was that the Selective Service was to report its
readiness to the President on March 31. That report was supposed to state that they could begin a draft within a set period of time (75 days if memory serves).

3. My understanding is that it was never intended to be a public report
and was just a report to the President (or the Whitehouse in general). I don't believe it was intended to "come out."

and report readiness to the Pentagon. Here's more information from a freelance article I wrote in July of last year:

The Selective Service has for decades operated a low level of readiness. Readiness exercises are conducted on a multi-year cycle. Historically these exercises have been little more than getting draft board volunteers together and going over the procedures of what would happen under reinstatement and training new members every summer. The draft boards themselves had become 80 percent vacant over the decades.

In the current five-year cycle of exercises, however, the Selective Service has made several changes to the draft machinery – to a level not seen since the Vietnam era. In fact, the mission of the Selective Service is to be ready to conscript within 193 days of reauthorization by Congress. This would mean it would take over six months before any lottery could be held and report orders issued. The new plan for this fiscal year, outlined in Strategic Objective 1.2, reduces that time to 75 days. By March 31, 2005, a report must be issued by the Director of the SSS to the Pentagon that the system will be ready to hold the first draft lottery within 75 days, rather than the usual 193 days.

This is where the internet rumor of a draft lottery on June 15, 2005 began. Seventy-five days from March 31, 2005 (the date the report is due to the Pentagon) is June 15. If Congress agrees to a reinstatement on April 1, the first batch of over one million young men would face the lottery as soon as that date.

Have a look at the SSS Annual Performance Plan, Fiscal Year 2004 for more information - http://www.sss.gov/perfplan_fy2004.html

9. Question
If Congress agrees to a reinstatement on April 1...

Given that Congress did not agree to a reinstatement, wouldn't you have to agree that there is not going to be a draft by June 15th?

This new mandate just lowered the time-frame between Congress reinstating and the first lottery (from 193 days to 75 days) -- it did not change the rules. First Congress will have to pass a resolution (a new law is not required - the resolution could be complete in one afternoon), then the countdown begins. A minimum of 75 days later, the first lottery would be held.

To further clarify: If Congress reinstated tomorrow, April 5, the first lottery could be held as early as June 20.

12. Good to know
that the rules that require a Congressional vote to reinstate haven't changed. There's no way that Congress votes to bring the draft back.

14. oh, it's coming . . . just wait . . .
actually, there's currently a back door draft of National Guard and Reserve personnel . . . they're just not calling it that . . . but a real draft is coming . . . why? . . . because they have no other way of meeting their manpower requirements for Iraq, never mind Iran, Syria, and wherever else is on their agenda . . . they may have to stage another terrorist attack to justify it, but it WILL happen . . . take it to the bank . . .

17. Are you saying that 9-11 was staged?
Or are you implying that there was another staged terrorist attack? Please clarify this point. It's one thing to accuse the gov't of plotting the reinstitution of the draft (ain't gonna happen), it's another to say that terrorist attacks were "staged."

19. I'm convinced that the 9/11 attacks were either MIHOP of LIHOP . . .
and I wouldn't put ANYTHING past this maladministration . . . including staging some kind of crisis to spread even more fear among the populace . . . it's their stock in trade . . .

22. 9/11 WAS staged
There IS a general conseus that 9/11 WAS "planned" because it was the ONLLLLLLY WAY that

A) They could push thier policies through AND

B) Have the Taliban come out of the closet

24. What "general consensus?"
9-11 occurred 9 mos. into the current admin. What policies were failing so miserably that even they would stoop to killing Americans? The Taliban was already out of the closet. If you can't substantiate your claim any better, you are contributing to the image that this forum houses the "nut cases" of the party. How do you expect to regain power by making these kind of charges? It' one thing to disagree with current policies, it's another completely to accuse someone of murdering Americans to show your disdain.
