Limits On Wells Vowed

Gov. Bill Richardson and the state's top water boss will use their administrative powers to limit new domestic wells after the failure of legislation to accomplish the same goal.
"We will do something," said Bill Hume, Richardson's senior policy adviser. "The governor's serious. The question's not if but how."
Richardson and State Engineer John D'Antonio are weighing their options to crack down on growing numbers of the wells that they say could impair senior water rights or the state's ability to meet interstate water delivery obligations.
Opposition from developers, real estate agents and rural residents during the recently ended legislative session blocked bills that would have given the state engineer more authority over domestic wells.
