What do you suppose is the reasoning behind this?
Hoyer, Sabo and Pallone are Dems. Anybody (who may be more politically astute than I) have a guess as to why they would want this?

IN THE HOUSE OF REPRESENTATIVES
THURSDAY, FEBRUARY 17, 2005

Mr. HOYER. Mr. Speaker, I am introducing today a joint resolution to repeal outright the 22nd Amendment to the Constitution. The 22nd Amendment requires that no person who has served two terms or has served two years of another President's term be permitted to serve another term of office.

The time has come to repeal the 22nd Amendment to the Constitution, and not because of partisan politics. While I am not a
supporter of the current President, I feel there are good public policy reasons for a repeal of this amendment. Under the Constitution as altered by the 22nd Amendment, this must be President George W. Bush's last term even if the American people should want him to continue in office. This is an undemocratic result.

Under the resolution I offer today, President Bush would not be eligible to run for a third term. However, the American people would have restored to themselves and future generations an essential democratic privilege to elect who they choose in the future.
A limitation on the terms that a President could serve was not fully discussed by the Founding Fathers. However, Alexander Hamilton, in Federalist Paper 72, recognized that one important benefit of not having term limits on the President would be:


We do not have to rely on rigid constitutional standards to hold our Presidents accountable. Sufficient power resides in the Congress and the Judiciary to protect our country from tyranny. As the noted attorney and counsel to Presidents, Clark Clifford, said: I believe we denigrate ourselves as an enlightened people, and our political process as a whole, in imposing on ourselves still further disability to retain tested and trusted leadership. The Congress and the Judiciary are now and will remain free to utilize their own countervailing constitutional power to forestall any executive overreaching.

pretend Dems. It's obvious which kind these men are. Maybe they should be on the list of also rans in the next election.

And Hamilton is wrong too. Congress and the Judiciary will not protect us from tyranny if they are packed with allies of the tyrants.

The consensus I always heard in college was that the 22nd Amendment was "an act of posthumous revenge by a Republican Congress on Franklin Roosevelt." Sounds right to me.

What do you think Big Bill Clinton would have done to GWB in the 2000 election? (I think it would have been a blow-out third term victory for Big Bill.)

5. So there's a historical thing to this...
perhaps unrelated to current politics? (Forgive my ignorance.) In this day and age, under our current political climate and current regime, this is a dangerous proposal, me thinks.

7. Are term limits a Democratic principle?
I am not sure if this Amendment was ever just. Why limit the people's ability to choose the President, while not limiting their ability in any other area.

Repeat after me: There was a country before 2000 and there will be one after 2008.

Not everything is about W.

10. Which is exactly why I asked the question...
It had been told to me that the GOP was behind this, but examination of who introduced the bill and who's sponsoring (with the exception of Sensenbrenner) it caused me to question otherwise. Kinda' reminded me, at first, of when those Dems last year introduced the draft bill; except, this time, I'm wondering whether there was a historical debate related to this ammendment that I wasn't familiar with. Just tryin' to educate myself so I can discuss it rationally.

12. How about no term limits,
but the public can demand a recall election through petition at ANY time if that is the will of the people. Then it's actually a democracy, in some sense.
