Has * EVER READ ANYTHING without a $ in front of it?

I've never seen heard him say something like - "I've thoroughly read that report, I understand it, and I will answer any questions you might have about that issue."

or

"I have fully investigated that leak, asked - point blank - if anyone had anything to do with it, and know every detail about the offense."

I believe he is one intellectually LAZY slacker.

couldn't agree more. I think his slushy speech impediment is because he is toooo lazy 2 move his lips! He must spit on anyone w/i 3 feet of him. He is best observed on 'mute'. I doubt anyone w/ the training could read his lips.

No doubt about it he is one lazy ass rat bastard who has NEVER had 2 lift a finger 2 do anything except put a spoon 2 his nose.
