Just asking to see if I've got it right...Not for any particular reason or viewpoint.

4. Kennedy was the swing vote in 92
he was going to vote to reverse RvW, but got cold feet at the last minute. He could go either way depending on what case comes up.

and the justices were somewhat blindsided by the reaction from the emerging Religious Right.
