Social Security Bill vote in U.S. House 'end September or early October'

per Tom Delay x(...just heard it on CSpan 1 coverage of U.S. House as they were discussing thier schedule preceeding and following summer recess.
Also discussed for vote was something called the Coastal Reform Act - has anyone heard of this? As a coastal dweller, it piqued my interest, but Google and Yahoo searches don't give me anything......

3. there is NO social security bill, only vague talk ->

neither bush nor the congress has presented a bill, written legislation, for the purposes of changing social security. so far as I have heard/read, there have only been proposals and hot air talk.

a bill is a written piece of work spelling out in detail all the things it hopes to accomplish and how they will be accomplished.
