Two or three thousand National Guard is not even close to what we need
We need at least 10 times that many just as a start. We have towns and people on hundreds of miles of shoreline that need help. They may have sent enough for New Orleans but there are places that may be just as bad or worse. Each of them needs to take a couple of gallons of water with them. Do we have the National Guard to help with this disaster or are they all "someplace" else?
