Ever notice when things really go south for Bush he sends Rummy? EVERYTIME.

So what the hell could that old fool tell ANYONE in NO or anywhere else that would help?

Because he said their purpose is law enforcement so it's not his job, basically.

Of course, law enforcement and everybody else will say it's the DoD's issue to explain.
