Red tape should NEVER come before human life. Bottom line is that Bush could have declared a national emergency and bipassed the local officials, he did not do so.

11. How States Fault?
How is it the fault of the state official when yesterday on Meet The Press the Jefferson Parish President said that Blanco had arranged for about three Wal-Mart trucks to deliver food and water to the people of New Orleans and that truck was stopped/turned around by FEMA. How is it the fault of the state officials when the state officials arranged for the Coast Guard to deliver diesel fuel to the officials of Jefferson Parish and FEMA told the Coast Guard not to give the fuel to the officials. How is it the fault of the state officials when FEMA cut the state officials only line of communication and the Jefferson Parish Sheriff had to go out and have the line reconnected and post an armed guard and tell the armed guard to shoot anyone who tried to cut the line a second time. Finally, how is it the fault of the state officials when the president of one area is blocking or trying to block FEMA from coming to his area in that he had food taken from a store and opened a school to feed people. It was not the state that screwed up it was the federal government, mainly FEMA.

12. When I was a kid....
the general rule of thumb was that it was always the bigger kids fault. No matter what. There is some blame on the local levels but it ALL falls on the feds anyway, remember Harry Truman "The Buck Stops Here".
