bush* declared it on the 27th....this was a FERERAL GOVERNMENT FAILURE..A BUSH FAILURE!!! it belongs to him NOT a mayoral nor LA governor failure....PERIOD!!!

as soon as bush* declared IT A "federal emergency" it became HIS FAILURE ....BOTTOMLINE!!!

Total failure of leadership. He appoints an incompetent. He declares a federal emergency but where is the follow-up? He's off licking cake while his bumbling FEMA director screws up beyond belief.

BECAUSE GEORGE APPOINTED THE WRONG PERSON AND DIDN'T FOLLOW UP thousands died. Poor management skills to say the least.
