what is his background to make him qualified as Sec. of HS?

Is he a law and order guy? a military guy? a security guy? where did he come from? or is he also someone's college roommate?

Chertoff has been involved in alot of questionable activities, including advising the CIA on torture and interrogations (see NYTimes article listed under Oilempire site). He gives me the creeps.
