13) H.R.___ - Social Services Emergency Relief and Recovery Act of 2005 (Rep. Deal - Energy and Commerce)

Conference Report on H.R. 2360 - Department of Homeland Security Appropriations Act for FY06 (Rep. Rogers (KY) - Appropriations) (Subject to a Rule). This conference report provides $31.8 billion for operations and activities of the Department of Homeland Security (DHS) in fiscal year 2006. Highlights include: $7.1 billion for Customs and Border Protection with $1.1 billion allocated from user fees; $3.4 billion for Immigration and Customs Enforcement with $253 million allocated from user fees; $3.9 billion for the Transportation Security Administration; $2.6 billion for response and recovery activities by FEMA; $4.03 billion for the Preparedness Directorate; $7.79 billion for the Coast Guard; $1.2 billion for the Secret Service; and $1.5 billion for science and technology. Funding in the conference report reflects the Department of Homeland Security's reorganization proposed by Secretary Chertoff, specifically the creation of a new Preparedness Directorate, and also provides that the bulk of first-responder grants be distributed on the basis of risk of terrorist attacks, instead of population.

The Rules Committee has recommended a closed rule that provides for one hour of general debate and waives all points of order against the conference report and against its consideration.

TOMORROW'S OUTLOOK

The GOP Leadership has announced the following schedule: on Friday, the House will consider H.R. 3893 - Gasoline for America's Security Act of 2005 (Rep. Barton - Energy and Commerce) (Subject to a Rule).

They're moving as fast as they can, to get done what they can, while they still can.
