If an indictment, why need for "target" letter....

If an indictment, why need for "target" letter....
I'm just a little confused. If a person is indicted, then why the need for a letter informing the person that he or she is a "target" of the Grand Jury? If this is the case, I would think that as soon as a person became a suspect or a potentially indictable person from a Grand Jury, then that is when the "target" letter would be sent. Not after an indictment.

Thoughts?

3. It's an invitation for the target(s) to come in and strike a deal
If a target talks, it strengthens Fitz's case on other targets. What does the target get in return? A dropped indictment and status as an unindicted co-conspirator, most likely.

5. I figure the only way somebody like Rove would be able to
plea to unindicted co-conspirator status was if the prosecutor were going after * or VP. Rove is a pretty big fish in his own right.

6. He could very well have gotten the letter around the same time that he
developed that case of kidneystones, and the word is just leaking out now...
