How Bush came to his decision ?

"Harriet, can you bring another cup of that special coffee in here please. I'm working on this speech I got to give next week.."

"Yes, Mr. President...do you want some extra sugar in that?"

"No thanks....just put an shot of that Amaretto in it..."

"Here you go sir....anything else I can get for you...?"

"No...I gotta give this speech next week and I still gotta pick another person for the Court...Hey! that's pretty good coffee! How about I nominate you for the Court, Harriet?...That way, I can kill two birds with one stone..."

"What birds are those, Mr. President..?"

"Never mind, Harriet, I was just thinking out loud..."

(Under his breath...he says, "With all this shit coming down on Dick and Rove and Scooter, I'm going to need a stronger lawyer myself...since I don't like to fire anyone, I'll just promote her to the Supreme Court and get me a real good lawyer to take her place..."

You have him working.
You have him writing his speech.
You have him smarter than her.
You have him devising a defense strategy for himself.

I just can't see him doing that but I guess it's hard to imagine how someone who doesn't deserve to be president would be president.
