What exactly did the WHIG (White House Iraq Group) discuss ?

What exactly did the WHIG (White House Iraq Group) discuss ?
If their purpose was to sell the Iraq War, who's lies did they use? Since they felt that the war needed to be "sold", obviously they must have felt it was not legitimate on its own? But, it was supposedly the idea of Andrew Card but was it really? Since when did Andrew Card have an original idea? Wouldn't it make more sense that it was the idea of Bush and Rove and it was sold to Libby and Cheney and his people? What would they have discussed?
