3. The phrase "High Crimes and Misdemeanors" comes from the
Constitution. It is the grounds for impeachment as stated in that document. Once removed from office (for High Crimes and misdemeanors), a president can be indicted but only for specific violations. High Crimes and misdemeanors is a political term, not a legal one.
But if Chimp pardons people below him in the White House, he can (and IMHO *will*) be impeached. People won't like it, including many in Congress, including Republicans.
