It's that Bush kept saying war was not inevitable and that Saddam didn't fully cooperate with inspectors. If he DID so, wouldn't we have left Saddam in power, knowing he had rape rooms and tortured people? So how much did Bush really care about Saddam's rape rooms and torture chambers?
