Senate Passes Kerry Amendment Demanding Accountability on Secret Prisons
November 10th, 2005

As reported earlier today, John Kerry offered an amendment on the Senate Floor calling for “Reports on Clandestine Detention Facilities.” The amendment just passed…

Kerry Legislative Victory Forces Administration to Facilitate Congressional Oversight

In an overwhelming rebuke to the Bush administration’s attempt to hide alleged CIA secret prisons from Congress, the Senate voted 82-9 today in favor of an amendment by John Kerry that will require the Director of National Intelligence to report on the reported clandestine detention facilities.

The Kerry Amendment requires classified reports to Congress providing a full accounting on any clandestine prison or detention facility operated by the United States government, regardless of its location.

Not that this information was leaked. Even if it was done by a Republican. Which it likely was. The real issue here is that these prisons exist in the first place. And that some senators were told about this long ago that sit on the Intelligence committee. This country is looking more a more like Germany circa 1940 every day.

It may not seem like much, but if your operating budget is in the hands of people who are asking hard questions, it tends to make most smart people a little cautious. They still have to answer to the Budget Committee, Intelligence Committee, Foreign Relations Committee, and the Finance Committee. I get the strong feeling that most Senators on these committees do NOT like being cut out of the loop and are ready to wield budget and regulatory axes quite readily.

60. It's a little known fact but.....
the CIA has "black budgets." They finance their money through all kinds of crazy ways that aren't detectable. That's why I don't criticize them that much. These people scare the living shit out of me. Anybody who can track down a person and kill them 10,000 miles away from a remote controlled drone is fucking scary.

This is an amendment on the defense(?) bill. The Senate bill and a house bill will have to go to reconciliation. There have been times they've stripped things out but with Warner, armed service chair, and Frist voting yes, maybe this won't be a problem, unless Bush threatens to veto the whole bill.

Only after reconciliation will it go to Bush. If it goes to him it's very likely he'll sign it - because he has used the reconciliation process to eliminate what he doesn't like.
