The Patriot Act - How far in advance was it written?

Before 9/11? And can that be proved? I remember at the time that there was considerable surprise that the administration could produce something so long and detailed in such a short time (45 days). I know that a lot of the Act was on various agency wish lists but how long ago was this written and can we discover if Bushco ordered this written in anticipation of 9/11?

1. I don't know that it was assembled ahead of time, but they did

already have those wish lists going, and were waiting for a chance to sneak the new laws in.

a version of the patriot act was attempted previously, but shot down in flames during Bush the elder's term, I believe.

they just dusted it off after 9/11, thinking (correctly) that they could ramrod through ANYTHING at that point that even remotely seemed geared towards security.

this is my recollection, however, I don't have a link.

Various pieces of it had been introduced over the years, but it always went down to defeat until 9/11 provided the opportunity to ram through their anti-American wet dreams.

It was written and raring immediately after 9/11.

I'm assuming it was all part of the plan.
