Chimp "Re-Writes History," claims Congress voted to "remove Saddam."

"When I made the decision to remove Saddam Hussein from power, Congress approved it with strong bipartisan support," Bush said in a Veterans Day speech at Tobyhanna Army Depot.

When did he make that decision, and when/how did Congress approve it? It looks like he's muddying the history of the IWR. At the time, he was saying things like this:

I have asked Congress to authorize the use of America's military, if it proves necessary, to enforce U.N. Security Council demands. Approving this resolution does not mean that military action is imminent or unavoidable. The resolution will tell the United Nations, and all nations, that America speaks with one voice and is determined to make the demands of the civilized world mean something.

And the floor remarks from Democrats, even those who voted for the IWR, included strong statements that they were not voting for him to rush recklessly into an invasion.

So just when DID he make this decision to "remove Saddam" that was supposedly approved by Congress? Is he saying he make the decision before the IWR, and lied to Congress about it?
