1. I'm first! Woo-hoo!
The idea of international law regarding warfare is something the U.S. largely self-defined at Nuremberg. To paraphrase Justice Jackson, the German leaders were punished not because they lost the war, but because they *started* it.

He who starts an unprovoked war faces the consequences. Unless, of course, he's Dear Leader, who has never in his entire stinking miserable life faced the consequences for anything he did.

Since I actually can't think of one that would be in violation of international law, I say no.
