Treasury Seeking Comments on Revised Anti-Terrorist Financing Guidelines
The Treasury Department has released a revised version of its 2002 Voluntary Anti-Terrorist Financing Guidlines for U.S.-Based Charities. They are seeking public comments by February 1. The announcement says the revised guidelines immediately replace the 2002 version, and are voluntary measures "to help the charitable sector protect itself from abuse by terrorist organizations." It goes on to note that the guidelines are voluntary and do not change any legal requirements. They are intended to "promote development of a risk based, transparent approach" to prevent diversion of charitable funds to terrorist purposes. OMB Watch will publish a summary and analysis of the revised guidelines by the end of this week.
