but will permit a judicial decision to go forth. That judicial decision was made possible by a referendum passed by the citizens of the State in 1972, and again in 1978. So when people are executed in the State of California, responsibility for the act rests with the People. The Governor, in this case, acts only as their agent. . . albeit, one with the capacity to overturn individual decisions but not to abrogate or adjudicate the law itself.

Moral outrage is most effective when we are honest with ourselves from the outset.
