so lets say you are a grassroots candidate who has been campaigning in 05
You lost in 04 in a very red district to a longterm Republican but you got 44% of the vote.

You have been campaigning ever since with full intentions to run in 06.

How much money should you have raised in this red district in a non-election year and how much should you have spent?
