The title refers to a verbal blunder by the star of the piece, an animated cut-out of Bush.

7. I misunderstood the OP, when he asked whether Bush does say that.
I thought he meant as a matter of course, instead of a blunder.

which of course won't be surprising for him.

This was reported shortly after the 2000 elections in the LA Times:

When Bush went in front of cameras to reassure the nation, he failed to mention that his running mate had just had an angioplasty because his staff had withheld that information from him. "That was a mistake," his aide now agrees "but, frankly, none of us thought there was a prayer he could pronounce "angioplasty."
