Why do the Iraqis only get Imaginary guns?

Why do the Iraqis only get Imaginary guns?
This is from a story on Yahoo about VP Cheney visiting Iraq:

"U.S. forces guarded Cheney with weapons at the ready while Iraqi soldiers, who had no weapons, held their arms out as if they were carrying imaginary guns."

This is my question: WHY aren't they giving the Iraqis guns? Why do they have to use IMAGINARY GUNS? Are they afraid that they're going to use them against us?

I can just picture it.
How humiliating and emasculating this must have been for the Iraqis we are supposedly training to take charge of their civil war.
