Yes, Virginia Republicans do eavesdrop (Va. in 2002)
The case goes back to March 2002, when Edmund A. Matricardi III, then executive director of the Republican Party of Virginia, eavesdropped on two Democratic Party conference calls. Two other Republicans, including Gary Thomson, then chairman of the state party, joined him on listening in on one call.

No one went to jail, but Matricardi pleaded guilty to a felony offense, and three others pleaded guilty to misdemeanor charges.

In March of last year, 33 Democratic plaintiffs filed a lawsuit claiming their privacy was violated. The suit was settled out of court for $750,000.

The Republican Party then sued its insurance company, claiming Union Fire Insurance Co. should have insured it against losses from the settlement. It sought $950,000, including lawyers fees. Union Fire claimed its policy did not cover criminal activity by party officials.
