I just got finished sending all 100 Senators the following letter.
25 February 2006 Dear Senator
In the recent past few days, much attention has been focused on the vulnerability of American Seaports. Due to this vulnerability, numerous words have been spouted by countless individuals, however little actual progress has been made towards reducing the vulnerabilities our seaports present.
Technology has been implemented at almost every airport in the country. And some effort has been implemented for reducing seaport vulnerability, i.e. CT-PAT, the 24 hour rule. Yet due to the huge number of containers that enter our country every year it is literally impossible to inspect more that a very low percent of these containers.
One avenue has not been examined. That is the requirement that American ports be managed by American companies. This is not as unreasonable as some might think. Some precedents are already in place. For example, we as a country produce and monitor our own currency. In addition we as a country also deliver our own mail. And lastly we as a country provide for and maintain the upkeep of our federal highway system.
Therefore it is not unreasonable to expect that Americans manage our own ports. With our economic market seen as a place where manufactures over seas still viewed as a Target by most overseas manufactures there would be little fall out economically and politically it would be seen as desirable. Strategically this would reduce our vulnerability be cause all the people working for the terminal operators could have their back grounds checked as is now required and be provided a Transportation Workers Identification Card.
