"The US is not cut and run" WTF does that mean?

In an article about how Bush thinks Bin Laden will be captured (I thought he didn't worry about him) Bush utters this amazingly ignorant quote "I assure you this government of yours will not blink, we will not yield. ...The United States is not cut and run,"

When he was in school, Bush's teachers must have worn out a lot of red pens marking his papers.

when he went to school. The biggest problem is NOTHING this guys says makes any sense, whether it is correctly worded or not.

9. It means Chimpy has another feel-goodism
The phrase itself means nothing, just like "support the troops" doesn't really mean anything. But it provides a handy cudgel to whale on your opponents, even if they're not saying anything that could be remotely construed as "cut and run" or not supportive of the troops.

It's the sort of verbiage that appeals to the most basic, stimulus/response amoeba-like tendencies in a certain segment of the population.
