If threat of censure gets the Repubs to investigate, it will be successful

The Repubs would rather do nothing. Just let Bush continue to break the law. But, if they had to choose, they would choose censure over impeachment and they would choose investigation over censure. But, they would prefer to do nothing. And they will do nothing unless they are forced to do something.
