Unless Congress decides they are.

Until that time Bush can do anything he wants and it won't be illegal.

Hell, he could even get a bunch of interns to suck his cock and it wouldn't be a problem.

This place is fantastic. We on this side of the fence:dem: are desperately in need of a place to find our voice, and drive the philistines out of our lives. Amazing to me how these elephantine clowns:+ can presume to tell us how to believe and how pure they are, when their own actions reveal them to be self righteous gasbags, with no moral high ground to occupy. America's prestige is gone, our honor is gone, and we are looked on with amusement or hate by most of the world citizenry. That whole nest of snakes in DC needs to be flushed,:hurts: and then perhaps the healing can begin.
